The recompete playbook

Most federal revenue is already under contract — the question is who takes it at recompete. WinLayer times that fight for you.

Recompete timeline: distant (more than 24 months out, monitor), capture window (24 to 12 months, position and shape), active pursuit (12 to 6, engage while the RFP forms), imminent (6 to 0, bid prep), then expiry.
The phases WinLayer assigns from each award's period-of-performance end — the same bands you see on /incumbents.

How the phase is computed

WinLayer reads every ingested award's period-of-performance end date and converts months-remaining into a phase: distant (>24 mo) · capture_window (24–12) · active_pursuit (12–6) · imminent (≤6) · expired. A 0–100 readiness score then ranks which recompetes deserve attention now — phase-weighted, with the contributing factors shown on each card.

What to do in each phase

PhaseRealityYour move in WinLayer
distant>24 moToo early to invest. Watch the incumbent on /incumbents; note the vehicle it rides on.
capture_window24–12 moThe requirement is being shaped. Study the agency profile (incumbents, contacts, protests), meet the contracting office, and generate the AI recompete brief to map the seat you'd take.
active_pursuit12–6 moMarket research and draft RFPs happen here. Respond to sources-sought, line up teaming partners (set-aside gaps → partner search), position past performance.
imminent≤6 moSolicitation expected or out. Pursue it on the radar, run proposal prep on the posted documents, and track it through your pipeline.
expiredpast endRecompeted or extended. Check /outcomes for the award and log the result for win/loss learning.

The tools mapped to the fight

  • /incumbents — every expiring award ranked by when to act, with value and phase filters.
  • Agency profiles — who holds the agency's work, how concentrated it is, and which contracting officers run it.
  • Protest intelligence — a sustained protest can reopen a "lost" award years early; treat it as a surprise recompete.
  • AI recompete brief — the cited brief that assembles the incumbent picture, timing, and your angle in one page.
  • Partner search — when the recompete is set-aside and you're locked out, team instead of walking away.
  • /forecast — probability-weighted recompete value by phase, so leadership sees the pipeline behind the fight.
The one rule: if you first hear about a recompete when the RFP posts, you're bidding into the incumbent's paperwork. The capture window is the product's whole point — start there.
