Core concepts
Seven terms explain the whole platform. Everything else is built out of these.
| Concept | What it is |
|---|---|
Signal | One normalized market fact from a federal source — a solicitation, an award, a protest decision, a budget line. Deduplicated by fingerprint; provenance retained. |
Company profile | Tenant-owned identity, eligibility, capability, market, performance, strategy, resources, and notification context. Detailed inputs derive the canonical signals used by scoring and recommendations. |
Fit score (0–100) | Does this opportunity match us? Explainable point breakdown per factor. |
PWin (0–100) | If we bid, can we win? Hard-gate disqualifiers, factor breakdown, confidence level, and a recommendation: pursue / qualify / monitor / no_bid. |
Predicted opportunity | A program extracted from federal budget justifications before any solicitation exists — WinLayer's early-intelligence differentiator. |
Recompete | An expiring contract someone else holds. WinLayer reads periods of performance and ranks incumbents by when to act. |
Pursuit | Your decision on an opportunity: pursuing, watching, or passed. Drives the pipeline board, forecast, and webhooks. |
Two data planes. Federal reference data (signals) is shared and ingested once; your data (profile, pursuits, notes, keys) is tenant-scoped. Your inputs never leak into the shared plane.
